Application for Council Pensioner Concession Rates Rebate


About this Form
Under the Local Government Act 1993, eligible pensioners are entitled to receive a concession on rates and charges with approval being subject to legislative requirements which allows Council to grant a rebate of up to $290 on the rates account. The applicant must be the listed on the Certificate of Title as the owner of the property according to the registration details held by the NSW Land Registry Service and must reside at the property as their sole or principal place of residence.
NOTES TO APPLICANT
  • The rebate amount granted will be proportionate to the percentage of ownership and to the date from which the applicant became eligible.

  • Applicants who become an eligible pensioner during the financial year will receive a rebate proportionate to the number of full quarters in which the applicant became an eligible pensioner.

  • Once granted, the rebate will automatically be applied each financial year provided the applicant remains eligible for a Pensioner Concession Card (PCC) and continues to meet the eligibility requirements.

  • If a copy of the eligible PCC or eligible Concession Card is not submitted with the application, the application cannot be approved, and the rebate will not be granted.

ELIGIBILITY REQUIREMENTS
  • The applicant must be the listed on the Certificate of Title as the owner of the property according to the registration details held by the NSW Land Registry Service.

  • The applicant must reside at the property as their sole or principal place of residence.

  • The applicant must be the holder of

    • a PCC (Pensioner Concession Card); or

    • holder of a gold card embossed with ‘TPI’ (Totally Permanently Incapacitated); or

    • holder of a gold card embossed with ‘EDA’ (Extreme Disablement Adjustment); or

    • War widow or widower or wholly dependent partner entitled to the Pensioner Concession Card.*

* If you are a war widow or widower or wholly dependent partner but do not have a Pensioner Concession Card, you should contact the Department of Veterans’ Affairs (DVA) to test your eligibility for the DVA income support supplement. Eligibility is subject to an income and assets test. Holders of cards other than those listed above are not eligible for the concession. For assistance from the DVA call 133 254.

CONDITIONS OF AGREEMENT
  • If joint owners are in receipt of a pensioner concession, a separate form must be completed by each owner to receive the maximum rebate or the rebate amount granted will be proportionate to thepercentage of ownership for the eligible pensioner for whom the application has been submitted.

  • The applicant must notify Council if;

    • there is a change in the ownership of the property through sale or Estate,

    • the applicant should leave the property but retain ownership, (e.g. move to a nursing home or other accommodation),

    • the applicant becomes ineligible for a pensioner concession.

  • The applicant consent must be signed by the applicant or the application cannot be processed and the rebate will not be applied.

  • Upon application, a rebate will be considered only for the current and previous financial year relevant to the start date of the Pensioner Concession Card and the time of residence at the property.

  • At the end of each financial year, Council confirms all pensioners' eligibility with Centrelink. If eligibility is not confirmed, Council will not grant the rebate on the rates account for the new financial year and a new application will be required.

The applicant must provide a photocopy of both sides of the PCC or eligible Concession Card.

  • Services Australia will provide the results of that enquiry to Council.

  • Confirmation eServices will disclose personal information to Council including myname, address, payment type, payment status and concession card type and status toconfirm my eligibility for a rebate.

  • This consent, once signed, remains valid while I am a customer of Council unless Iwithdraw it by contacting Council or the department. I can get proof of mycircumstances/details from Services Australia/Department of Veteran Affairs andprovide it to Council so my eligibility for a rebate can be determined.

  • If I withdraw my consent or do not alternatively provide proof of my circumstances/details, I may not be eligible for the rebate provided by Council.
