Lakemba Nights during Ramadan 2026 Stallholder Expression of Interest (EOI)

The City of Canterbury Bankstown (Council)  welcomes Expression of Interest (EOI) applications from food-based vendors and businesses who would like to operate a stall at Lakemba Nights during Ramadan 2026. Council encourages applications from potential stallholders that will add to the authenticity, diversity, vibrancy and safety of the event.

Please note that in order to submit an EOI, applicants must have attended a compulsory Stallholder information briefing session held in November 2025.

SECTION 1: YOUR DETAILS

All stallholder applicants must have attended one of the stallholder application briefing sessions, held in November 2025.

You are not eligible to apply for a stall at Lakemba Nights during Ramadan 2026. Please note your application will not be processed.

SECTION 2: YOUR BUSINESS AND/OR STALL DETAILS

As the stallholder EOI applicant, you are responsible for food safety and all aspects of the stall’s operation. There must be a person at the stall with a Food Safety Supervisor Certificate onsite at all times while the stall is trading.

STALL NAME AND PRICE LIST/MENU

Full list of foodor drinks to be sold/provided during the event:

List (a maximum of five) food and/or drink types you wish to sell with a brief description and the price you will sell them at. Please note that your listing of food items on this application is final, you cannot change your food or drink choices during the event.

Samples/examples:

SECTION 3: POWER AND COOKING DETAILS


ALLOCATED POWER SUPPLY: 

Each stall will be allocated 30-35 amps of power. This is equivalent to 2 x 10 amp and 1 x 15 amp power outlets/plugs.

Please list each individual piece of equipment that will use power in your stall to total 35 amps or watts

Note that all on site electrical equipment, including extension cords, will be tagged and tested by Council electricians during the event.

ADDITIONAL REQUIREMENT:

Please list each individual piece of equipment that will use power in your stall OVER the allocated 35 amps.

This will be charged at a total of $58/day (including GST), per 10 or 15 amp power outlet/plug.

Note that all on site electrical equipment, including extension cords, will be tagged and tested by Council electricians during the event. 

SECTION 4: WASTE WISE EVENT RULES

Council is committed to phasing out single-use plastics and working with businesses and the community to run Waste Wise Events. 

 a) All stallholders are to comply with the NSW plastics ban which includes not using compostable or bioplastic alternatives. Banned items include, but are not limited to: 

• All expanded polystyrene (foam) food ware; 

• Single-use plastic plates and bowls; 

• Single-use plastic cutlery, straws and stirrers; and 

• Lightweight plastic bags (less than 35 microns). 

I. Polystyrene products are strictly prohibited 

II. Drinks must be sold/supplied in recyclable containers 

III. Stallholders agree to not give away or sell balloons of any kind, including but not limited to foil, helium, latex

IV. Stallholders warrant and agree to keep their stall site and its surrounds in a clean and tidy state whilst occupying the stall site. No materials are to be left in the stall site outside the daily trading times. Penalties will apply 

V. Stallholders warrant and agree to promptly clean up any spills and other leaks that arise from their stalls or are left in the 1.5m pedestrian buffer they are required to keep clear in the vicinity of their stall 

VI. Use of Council’s 660L bins is permitted for general stallholder waste, however 

  • Stallholders warrant and agree that hot coals cannot be disposed of in the 660L event bins provided by Council. Penalties and or fines will apply. 

  • Stallholders warrant and agree that no liquid or solid waste will be disposed of via gutters and/or stormwater channels. Penalties and or fines will apply

b.) Use of hot oil and coals: Stallholders using hot oil and coals must be responsible for the safe storage and disposal of these items. The removal of hot oil and coals is to be managed in agreement with Council as specified in the EOI and in accordance with below. 

c.) Waste food oil storage: Where cooking with oil occurs, the premises shall contain adequate holding facilities for the storage of waste food oil. Waste food oil must be stored in a safe, covered area and regularly removed by a waste oil recycler ensuring safe handling around event attendees. 

d.) Protection of the Environment Operation: Any activity carried out in accordance with this approval must not give rise to offensive odours, offensive noise or pollution of air, land or water as defined in the Protection of the Environment Operations Act 1997 and Regulations. 

e.) Waste charcoal: Where cooking by charcoal occurs, the premises shall contain adequate holding facilities for the waste charcoal. Waste charcoal must be stored and regularly removed by a waste contractor ensuring safe handling around event attendees. 

 f.) A clean-up fee will be issued to any Stallholder leaving cooking oil spills or hot coals at their site, deducted as a penalty from their Security Bond.

SECTION 5: PRIVACY STATEMENT

In submitting this form, you consent to Council:

1. Collecting your personal information as contained in the form; and
2. Using the information for the purposes outlined in the form.

Providing your information is voluntary.
Should you choose not to provide the information, Council is unable to process your application/request.
You may access any of your personal information that Council holds upon request.

SECTION 6: EOI CHECKLIST AND SUPPORTING INFORMATION

Please double check that you have attached the following:

  • Mandatory: Food Safety Supervisor certificates (FSS) for the people who will be onsite at the stall

    • This must be current and last to the end of the event March 15 2026.

    • The name on this certificate should be the same as the applicant on this expression of interest form and those nominated by you to be responsible on site, at the stall. 

  • Mandatory: photographs or illustrations of your food stall and food preparation area (up to three photographs). This is your opportunity to showcase your professionalism and preparation.

  • Mandatory: photographs of the food and or drink you wish to sell at Lakemba Nights during Ramadan 2026. This is your opportunity to showcase your unique food and drink offerings.

  • Mandatory: photo ID such as a Drivers Licence or recent passport photo so that Council representatives may identify you at your stall, as the EOI applicant

Optional items to attach:

  • A COVID-19 Safety Plan for your stall operation (recommended, but not mandatory).

  • A Certificate of Currency (COC) for Public and Products Liability Insurance (PLI) (not mandatory for the EOI).

    • You will be asked to provide valid insurance if your EOI is successful. If you currently have a COC, please attach it for our reference.

SECTION 7: FOOD SAFETY COMPLIANCE INFORMATION

  • All food stalls must comply with the NSW Food Act 2003 and the Australia and New Zealand Food Standards Code.

  • Please see the following guideline: Guidelines for Food businesses at Temporary Events

  • Food Safety Supervisor certificate: Any food stall selling food that is ready-to-eat, potentially hazardous and not sold and served in the supplier's original package must have a Food Safety Supervisor. A copy of the FSS certificate must be kept and displayed at the food premises.

  • Inspections: The City of Canterbury Bankstown’s authorised officers carry out routine inspections of food businesses and stalls at Lakemba NIghts during Ramadan. Penalties may be issued for non-compliance.

  • Stallholders with successful expression of interest applications, who also provide the required documentation, will be required to attend a FREE Compulsory Stallholder Briefing for local food handlers and food businesses in January/February 2026. Under the Food Safety Standards, a food business must ensure people handling food, or supervising food operations, have the appropriate skills and knowledge in food safety and hygiene.

SECTION 8: DISCLAIMER

  • I declare that all the information in the Expression of Interest Application is, to the best of my knowledge, true and correct.

  • I understand that if the information provided in this Expression of Interest Application is incomplete, the application may be delayed and/or rejected and/or Council may seek more information.

  • I acknowledge that if the information provided in the Expression of Interest Application is found at any stage to have been intentionally misleading and/or fraudulent any approval granted will be voided forthwith.
